Abstract

One of the development components of the Research, Development and Extension (RDE) Program titled “Developing Social Enterprises for Economic Resilience of Disaster Survivors in Bicol,” dubbed as SED and was funded by the Commission on Higher Education (CHED), was  Project 3 – Capacity Development (CapDev) of Social Enterprise Groups. It was conducted from December 22, 2022 to December 21, 2024 in  Camarines Sur, Philippines. This research aimed to  1). determine the training needs (TN) of disaster survivors in developing social enterprises (SEs); 2). determine the CapDev design and implementing mechanisms based on the TNA; 3).  identify the good practices from adapting the  training program based on the ADDIE model; 4). identify the training outputs that arise from the good practices using the training program based on the ADDIE model; and 5). identify the groups of disaster survivors who turned social entrepreneurs and 6) formulate policy recommendations for capacitating disaster survivors in social enterprise development.  It used the methodological triangulation called  the mixed  methods which involve the use of qualitative and quantitative approaches - questionnaire survey, observation and  focus group discussion. The ADDIE model was proven effective in determining the training needs, developing learning resources, designing training proposals, implementing, evaluating, identifying the outputs and in determining the good practices in CapDev.  The disaster survivors who turned social entrepreneurs are the three (3) assisted and two (2)  SED organized groups from Canaman, one (1) from Camaligan and  three  (3) SED organized groups from Libmanan, Camarines Sur. They are Department of Labor and Employment (DOLE), Department of Trade and Industry (DTI) and the Local Government Units of Canaman and Libmanan recognized, with business plans and are continuously producing the products and rendering the services they have learned from the CapDev training they have attended.
