The Implementation of Special Education Fund: The Case of Municipality of Milagros, Masbate

The Special Education Fund (SEF) is essential for improving local educational services in the Philippines. This study evaluates SEF implementation in Milagros, Masbate, focusing on fund allocation, utilization, and educational outcomes. A qualitative methodology involving document analysis, key informant interviews (KIIs), and policy evaluation was employed. Participants included municipal officials, barangay leaders, school administrators, local school board members, private stakeholders, and community leaders. Results reveal that SEF allocations generally comply with legislative requirements; however, challenges exist regarding optimal fund use and equitable distribution. Infrastructure projects and school maintenance receive most funds, while educational research, instructional materials, and sports development remain underfunded. Disparities across barangays highlight the necessity for improved prioritization to effectively address diverse educational needs. Additionally, administrative and logistical constraints cause delays in project implementation. The study emphasizes the importance of strategic financial planning, capacity-building, and data-driven decision-making. Recommendations include refining allocation frameworks, enhancing monitoring systems, and promoting collaborative planning between local governments and school administrators. This study concludes that implementing these measures can significantly enhance SEF effectiveness, leading to improved educational outcomes in Milagros.
