Abstract

This study examined the administrative capability and effectiveness of Punong Barangays in Mandaon, Masbate, focusing on their educational background, public service experience, and performance in core administrative functions particularly ordinance implementation, budget management and barangay development planning. Findings reveal that most Punong Barangays possess a solid educational foundation and extensive experience in public service, contributing to their strong capability in Barangay Development Planning and Budget Management. They demonstrated effective coordination with the Barangay Development Council and optimal utilization of the National Tax Allotment (NTA), reinforcing participatory and transparent governance. However, slightly lower performance in ordinance implementation, policy formulation, and responsiveness to public feedback highlights the need for targeted capacity development. Community perspectives highlight the importance of fair law enforcement, transparent budgeting, effective project prioritization, and inclusive governance. Key enablers of administrative effectiveness included capacity-building initiatives, inter-agency support, community engagement, and compliance to governance standards such as the Annual Investment Plan (AIP) and Barangay Development Plan (BDP). Persistent challenges—such as limited budgets, enforcement difficulties, administrative burdens, and barriers to participation—suggest the need for continued institutional support and community collaboration. The study recommends legal leadership training, enhanced participatory platforms, strategic use of media, and further research on resource utilization and service adequacy. Overall, the study affirms the commendable administrative capability of Punong Barangays in Mandaon while calling for sustained efforts to address governance challenges and strengthen community-centered leadership.
