Experiences of Community-Based Monitoring System (CBMS) Implementers in Selected Municipalities in Masbate, Philippines

This study investigates the transition experiences of the Community-Based Monitoring System (CBMS) implementers in the municipalities of Mandaon, Milagros, and Balud in Masbate Province, Philippines. The research aims to document the Economic, Technological, and Environmental profiles of these municipalities while exploring the challenges and successes encountered during the CBMS implementation process. Utilizing a mixed-methods approach, the study combines quantitative data analysis with qualitative insights from key informant interviews and focus group discussions. Findings reveal significant disparities in economic stability, technological infrastructure, and environmental management among the municipalities. Key challenges identified include technical system errors, inadequate training, and resource limitations, while enablers such as strong local leadership, community engagement, and inter-agency collaboration were essential for successful implementation. The study concludes with policy recommendations aimed at enhancing the effectiveness and sustainability of CBMS, emphasizing the need for improved training, infrastructure investment, and community awareness initiatives. This research contributes to the understanding of decentralized data management systems and their role in local governance and development planning.
