Abstract

This study explores the ongoing challenges faced by Local Government Units (LGUs) in Masbate Province as they take on greater responsibilities under the Mandanas-Garcia ruling. Using a qualitative approach, the research involved a careful review of key documents—such as Devolution Transition Plans, LGU reports, and DILG circulars—from 11 fourth- to sixth-class municipalities. This allowed for a close look at how ready these LGUs are and where their capacity-building needs lie, especially across six areas defined by the Capacity Pillar Framework: Structure, Competency, Management System, Enabling Policy, Knowledge and Learning, and Leadership. Since this was a document review study, no statistical analysis was performed.

The review showed that many LGUs struggle with issues like insufficient staff, limited technical training, weak planning and monitoring, unclear policy direction, fragmented knowledge sharing, and underdeveloped leadership. To address these gaps, the study developed a revised Capacity Pillar Framework that reshapes the original six pillars into connected, overlapping domains that support better governance. For example, it highlights combinations like Structured Leadership, where good organizational design meets accountable leadership, and Competency-Knowledge-Learning, which ties training to continuous learning.

At the heart of the framework is the idea that strengthening one area naturally boosts others, encouraging a more integrated, system-wide approach to building capacity. This framework offers a practical guide for LGUs and policymakers aiming to improve services, build resilience, and fulfill their devolution mandates. While focused on Masbate, the approach could be adapted for use by LGUs across the country. The study also ties its findings to Sustainable Development Goals 11 and 16, reinforcing the importance of accountable and inclusive local governance.
