This study introduced a novel and comprehensive approach to capacity-building aimed at enhancing the competencies of barangay officials, members of women and farmers associations. Conducted through a two-month seminar- workshop series, the program transcended traditional leadership training by employing a multidisciplinary framework that addressed leadership development, financial management, environmental sustainability, policymaking, tourism promotion, digital literacy, business development, and gender responsiveness. A distinctive feature of the program was the integration of Psychological First Aid and Gender and Development ( GAD) principles, critical yet often neglected areas in local governance training. The initiative employed a participatory and experiential learning methodology, engaging a total of 45 participants: 24 barangay officials in a complete enumeration and representative from the women and farmer sectors in a purposive selection. Each module was delivered by subject-matter experts using a variety of Information, Education and Communication (IEC)materials. Workshops, focused group discussions, and reflective sessions followed each lecture to reinforce and practical application. These findings underscored the program’s positive impact across technical, cultural and societal, dimensions. The training enhanced governance systems and decision-making processes. It promoted inclusive governance and ethical leadership. It empowered local leaders to become agents of community resilience and sustainable development. The inclusion of Psychological First Aid further contributed to mental health awareness at the grassroots level. This initiative served as a replicable model for other communities seeking to strengthen local governance and public service delivery through inclusive and holistic training.
