Integrating Organic Farming, Food Processing, and Digital Skills in Jail-Based Livelihood Programs: The Case of Project CROPP-PDL

Abstract

This paper presents the design, development, and implementation of Project CROPP-PDL (Cultivating Rehabilitation through Organic Farming, Processing, and Production for Persons Deprived of Liberty), an extension program conducted at the Lucena City District Jail, Quezon. The initiative aimed to equip female Persons Deprived of Liberty (PDLs) with livelihood skills in organic farming, food processing, and graphic design, fostering rehabilitation and future economic opportunities. The primary objectives of the study were to (1) design and implement a livelihood training program tailored to the needs of female PDLs, (2) assess participant engagement and skill acquisition, and (3) explore the program’s potential contributions to rehabilitation and reintegration. The program incorporated a multi-disciplinary approach combining interactive lectures, hands-on training, and expert-led demonstrations in agriculture, food technology, and digital design. The seminar was attended by 75 female PDLs, who actively participated in structured sessions on sustainable farming techniques, value-added food processing, and branding through graphic design. Findings indicate a high level of engagement among participants, with notable improvements in their practical skills, creativity, and confidence in exploring income-generating activities. The program’s unique integration of traditional vocational training with digital literacy and branding strategies highlights its potential to enhance rehabilitation efforts beyond conventional livelihood interventions. The successful implementation of Project CROPP-PDL underscores the feasibility of holistic skill development within correctional facilities. Future programs may expand on this model by incorporating post-release support systems and market linkages to ensure the long-term viability of acquired skills. This initiative offers a progressive approach to correctional rehabilitation, bridging the gap between incarceration and economic reintegration in an evolving job market.
