Abstract

The study focused on the legislative-related roles of the Secretaries to the Sanggunian in the Province of Rizal. The study was conducted in the Province of Rizal; located in the island of Luzon, a first-class province in the Philippines and used a descriptive evaluative method of research which utilized a diagnostic test, questionnaire checklist, and focus group discussion. The respondents of the study are composed of sanggunian secretaries, incumbent vice mayors and councilors, all of whom represent the Legislative Departments of all the municipal, city and provincial government in the province. The researcher also utilized diagnostic test and questionnaire checklist as well as an informal interview and processed the purpose of the study, the applicability of the methodology, and the complete process of sending out and collecting the questionnaires.  Comments and suggestions were also considered during the analysis of the study. The data for this research was collected using diagnostic test, survey questionnaire and an informal interview. The diagnostic test and survey were created using appropriate questions created by the researcher.

From the analysis and interpretation of data gathered, the following findings were summarized. The secretaries respondents came from municipal level, both male and female, 41-50 years old, permanent, have 1-10 and 21-25 years in service, have bachelor’s degree, have previous work in business/private sector, and have five (5) to ten (10) trainings, while the sangguniang bayan members came from municipal level, male, aged 51-60 years old, have one-term (3 years), councilor, have bachelor`s degree, came from business/private sector, and have (5) to ten (10) competency-based training. The majority of the secretaries have high mean of 4.7500 in legislative measures with verbal interpretation as very much competent and the two groups of respondents have the same result of having the highest mean in legislative measures area with a mean of 4.81 for secretaries and 4.57 for the members. While they have also result of having the lowest mean in the area of publication and dissemination, with a mean of 3.43 for secretaries and 4.41 for the members. Moreover, there is no significant on the extent of assessment of the two groups of respondents on the legislative related roles of the secretaries to the sanggunian in the province of Rizal with respect to the cited variables when grouped since the computed p-values are greater than 0.05. In terms of classification, there is no significant on the extent of assessment on the legislative related roles of the secretaries to the sanggunian in the province of Rizal with respect to classification when grouped according to the profile of the two sets of respondents since the computed p-values are greater than 0.05.

In terms of age, status of appointment, years in experience, educational attainment, previous work, training, number of terms, position, there is no significant difference on the extent of assessment on the legislative related roles of the secretaries to the sanggunian in the province of Rizal with respect to position when grouped according to the profile of the sangguniang bayan members respondents. However, there is a significant difference on the legislative related roles level of the secretaries to the sanggunian in the Province of Rizal as revealed in the administered diagnostic test with respect to cited variables when grouped according to their profile. As well as there is no significant difference in all of the legislative related roles as revealed in the administered diagnostic test of the secretaries to the sanggunian relate with the extent of assessment of the respondents with respect to the cited variables when grouped according to their profile. Based on the result and findings of the study, there are identified gaps in each competency of the secretaries to the sanggunian. These gaps are necessary for improvement and development of skills of the secretaries to have a better performance and job satisfaction to the organization and public service. 

In conclusion, the profile of two groups of respondents shows that there is a diversity within the group. Different respondents that came from different classification are proof of how the public service is run by different people with responsibilities and skills, especially the secretaries to the sanggunian. The sanggunian secretaries demonstrate a high level of legislative-related roles regarding the legislative measures and collaboration and communication with different people in the offices as well in disseminating information. Legislative measures are the sanggunian secretaries’ core competencies among others, aside from it has the highest mean, sanggunian members also evaluate the different skills of the secretaries which it shows. This is mostly vital for secretaries to the sanggunian for having proper knowledge and skills in legislative. Significant differences show that most of the time, secretaries to the sanggunian’s characteristics or personal capabilities do not have direct affect or relationship on their performance. Skills and other attributes are the one who have significant relationship to the competencies, and most importantly, challenges that arise can be solve with different skill set of training for improvement.
