Gender and Development (GAD) Focal Point System Needs Assessment Training
Basis for Capability Building Program of Apayao State College
Abstract
The key purpose of this Gender and Development Focal Point System (GFPS) needs training of Apayao State College is to determine the familiarity level among members on Gender and Development (GAD) concepts, mandates and policies, and tools. Through this assessment, the Gender and Development Office will be able to develop a capability building program for GFPS members to become more functional. This study used descriptive research method and utilized the Needs Assessment (TNA) Questionnaire of the Philippine Commission on Women (PCW). Respondents are limited to GFPS committee members. Statistical tools were used frequency, percentage, weighted mean, t-test, and ANOVA. Results of GFPS members in terms of demographic variables are diverse across sex, age, educational attainment, position, GFPS committee, number of years as GFPS member; and campus. GFPS members have little knowledge of some GAD concepts particularly on planning and budgeting, analysis, equality, equity, mainstreaming, and stereotypes while no idea on the gender perspective. There are mandates and policies which need to be focused in capability building program in the future. Also, there is significant difference on the level of familiarity on GAD concepts with respect to all demographic variables. Moreover, familiarity of GAD mandates and polices are significant with respect to sex, age, educational attainment, number of years as a GFPS member, and campus. Furthermore, familiarity on the use of GAD tools were significant difference with respect their GFPS committee. The result of the survey confirms that they should undergo GAD-related training to capacitate their functionality as GFPS members of the College. They should consistently include in the annual training of GAD Plan and Budget to be able to perform effectively their tasks.
