Abstract

This study assessed the impact of BUCE's Capability Building Program for Gabawan Elementary School – Component 2. It assessed the program’s effectiveness in enhancing teachers’ competencies in conducting action research. There were 14 respondents of the study and using concurrent mixed-methods approach, data were collected through surveys, interviews, documentary analysis, and focus group discussions. The findings were analyzed using weighted means and frequency distributions, alongside qualitative thematic analysis for open-ended responses. The Theory of Change served as the guiding framework for evaluating the outcomes of the extension program. However, the results indicate that the program did not fully achieve its intended targets. While respondents generally had a positive perception of the program, many teachers remained hesitant to engage in action research. The data revealed that a significant number of participants were unable to propose, conduct, implement, or publish research papers. One of the primary challenges identified was lack of time, which hindered teachers from completing research-related tasks. These findings highlight the need for BUCE to enhance its extension services to better support teachers in research engagement. Key recommendations include increasing contact hours and providing continuous support until publication, ensuring sustained research participation and improved outcomes.
