This study focuses on the development of a contextualized classroom observation handbook anchored in the Philippine Professional Standards for Teachers (PPST), intended for use by secondary school heads in the 3rd District of Masbate. The main objective is to gather insights from these school heads to craft a comprehensive and context-specific observation tool aligned with the domains of the Results-Based Performance Management System (RPMS). The study seeks to derive answers of statements of the problem on the level of implementation of standardized PPST-based classroom observation tools, contextualized feedback provided by school heads, the challenges encountered while conducting classroom observation and the output addressing those challenges. Employing a descriptive-developmental research design, the study utilized descriptive research to examine the existing practices and challenges in classroom observation and developmental research to guide the formulation of the observation handbook. Findings from qualitative data collection and analysis revealed a strong need for tools that are responsive to local teaching realities and aligned with PPST indicators. The output of the study is a contextualized observation handbook aimed at improving the quality of classroom observations.
